jon: directory description file

I'm trying something new here. It may be useful to add these
.readme files to (all?) directories in order to comment on
     their purpose, etc.

The 'makedist' script should ignore all .dot files when
building tarballs, etc., so we can use .dotfiles as a form of
     meta-data.
