@Removing the TODO file.  It's a little out of date, and no one
really maintains it.  Perhaps it will return at a later date, but
the development list is probably the best place to discuss Horde
TODO items.

This is a list of what is currently planned for the HORDE module

  * Make the web setup module independent (if possible get it to work with
    a module as a web-root as well, i.e. Horde is buried.
  * New preferences engine
  * New frame-set design that offers more flexibility to modules
